Carlos da Silva Costa was appointed to his position as Governor of the Banco de Portugal on June 7, 2010. He is a graduate of Opoto University, where he received his graduate degree in 1973 from the Faculty of Economics.
From 1973 until 1986 da Silva Costa was a lecturer at the Faculty of Economics of Oporto University, and a Professor of European Studies on the post-graduate level at the Portuguese Catholic University of Oporto in their European Studies Centre from 1986 until 2000.
Before taking the governorship of the Banco de Portugal Carlos da Silva Costa was the Vice-President of the European Investment Bank from October 2006 until May 2010. He was responsible for EIB funding and for financing operations in several countries in Europe, Latin America and Asia. Mr. da Silva Costa was also a member of Market Participants Consultative Panel, which is part of the Committee of European Securities Regulators (CESR.)
